Citizens should complete a witness form located on the side table. Pursuant to State Open Meetings Law, the Commissioners Court is restricted in discussing or taking action on items not posted on the agenda. Action on your statement can be taken only at a future meeting.

In order to expedite the flow of business and to provide all citizens the opportunity to speak, the Commissioners Court may impose a three-minute limitation on persons addressing the Court. Please address all comments to the Presiding Officer.

A) Approve the resolution proclaiming the week of April 23 through April 29, 2007 to be Denton County Victim’s Seek, honoring crime victims and those that serve them during this week and throughout the year, and any appropriate action. District Attorney

6. PURCHASING

* A) Approval of Lease-Purchase for the acquisition of one Terex CMI 425C Reclaimer for Road and Bridge West, through Government Capital Corporation, and any appropriate action. (Briefing 4-10-07)

* B) Approval of award of bid for Flexible Base (Grade 1, Type A), Road and Bridge West, Bid #02-07-1817, to Hanson Aggregates, and any appropriate action,. (Briefing 4-10-07)

C) Approve the Capital Improvement Committee recommendation to select HDR Architecture, Inc. as the most qualified firm for consulting services for the committee; and any appropriate action.

D) Approval of exemption from bidding for Canyon Road Culvert Replacement, according to the provisions of Section 262.024 (a)(2) and (3) of the Local Government Code, and any appropriate action.

* A) Approval of Intra-Departmental Transfers, and any appropriate action.

* B) Approval of Budget Amendment Request #100850 for Lease Payments for Road & Bridge, Precinct #4 in the amount of $70,000, and any appropriate action. (Briefing 4-10-07)

* A) Approval of Order Making Appointments. (Appointments have been posted and advertised. Interviews were conducted as set forth in the Denton County policies adopted by the Commissioners Court, except as otherwise stated in the appointment orders. A) Approval of Legislative Policy Statements, Resolutions, or other matters relative to the 80th Legislative Session, and any appropriate action. County Judge

* B) Approve Building Use Request from University Behavioral Health of Denton to use the CHOS Lawn on Saturday, May 19, 2007 from 11:00 a.m. to 4:00 pm. for Mental Health Awareness in Denton County. Aide to the Court (Briefing 4-10-07)

14. LEGAL

A) Any appropriate action on Executive Session matters - Legal Department.

B) Approval of (1) the Temporary Construction Easement and (2) the Donation Deed between Denton County, Texas, and Wal-Mart Stores East, L.P., a Delaware limited partnership for the Lois Road Improvement Project, Commissioner Precinct #1, and any appropriate action.

C) Approval of the first Amendment to the Participation Agreement between the City of Lewisville and Denton County for the Tax Increment Reinvestment Zone, Number One, City of Lewisville, Commissioner Precinct #1, and any appropriate action.

D) Approval of Change Order #1 to the Contract between Denton County, Texas, and Quality Excavation, Ltd., for the Choctaw Drainage Improvement Project, Bid #01-07-1811, in the amount of $3,600.00 with funding to come from Public Works Engineering Line Item 20-8550-5220, for a total contract amount of $119,501.00, Commissioner Precinct #1, and any appropriate action.

E) Approval of the Cooperative Purchasing Agreement between the Counties of Collin and Denton, State of Texas, and any appropriate action.

F) Approval of scheduling a Public Hearing for May 22, 2007, at 9:10 a.m. to discuss abandoning a portion of Right-of-Way along Old Alton Road, Commissioner Precinct #1, and any appropriate action.

G) Approval of the Group Agreement between Denton County, as a member of the Public Employee Benefits Cooperative of North Texas (PEBC) and Blue Cross and Blue Shield of Texas, a Division of Health Care Services Corporation, and any appropriate action.

H) Approval to adopt an order with respect to Allied Waste North America, Inc., and its subsidiaries or affiliates Project: approving the issuance of revenue bonds by the Mission Economic Development Corporation; designating a public hearing officer, and authorizing the County Judge to execute certificates approving the order and public hearing, and any appropriate action.

15. EXECUTIVE SESSION

The Commissioners Court reserves the right to exercise its discretion and may convene in executive session as authorized by the Texas Government Code §551.071, et seq. on any of the agenda items.
