A) Discussion of amending and reaffirming Denton County’s (1) General Fund Unreserved Fund Balance Policy, (2) Vehicle Use Policy, (3) Travel/Education Policy, and (4) Travel Advance Policy.
2. PURCHASING
A) Discussion of award of bid for Communication System Analyzer, Bid #09-05-1726 to Tessco, Inc., for $28,112.94.
B) Discussion of exemption from bidding for Sole Source purchase of a Rapid Deployment Kit Gamma-System from Rae Systems for $52,500, according to provisions of Section 262.024 (a)(7)(A) of the Local Government Code.
C) Discussion of exemption from the bidding process for the Sole Source purchase of a complete 4-Panel TACIII + Tactical Blanket System from Instant Armor, Inc., for $29,054.75, in compliance with Section 262.024 (a)(7)(A) of the Local Government Code.
D) Discussion of specifications and authority to advertise for RFP #09-05-1728, Voluntary Benefits; appointment of Evaluation Committee to include Cindy Brown, James Wells, Amy Phillips, Tom Keever, Gustavo Hernandez and Beth Fleming.
E) Discussion of specifications and authority to advertise for NEC Mobile Command Wireless System, Bid #10-05-1734, from 2004 UASI grant.

A) Discussion of Budget Amendment Request #100130 to increase revenues and allocate expenditures for Car/Small Trucks for Sheriff Reserve Unit in the amount of $3,103.
B) Discussion of Budget Amendment Request #100140 for Office Machines including the transfer of funds from Vehicle Inventory Tax Interest-Unappropriated Contingency for Vehicle Inventory Tax Interest in the amount of $7,604.
4. HUMAN RESOURCES
A) Discussion of changes to the job descriptions for the Driver/Equipment Operator, Heavy Equipment Operator, Mechanic/Welder, Diesel Mechanic and Detention Officer I/Crewman in the Road & Bridge Departments (East and West).
B) Discussion of stop loss rates and limits for 2006.
C) Discussion of 1) PayFlex USA, Inc. as the vendor to provide Flexible Spending, COBRA/HIPAA and Retiree Billing Administrative Services effective January 1, 2006 and 2) 2006 rates associated with those administrative services.
D) Discussion of revisions to Policy #6.7-Denton County Benefit Plan.

A) Discussion of a new WIC Contract for FY2006 with the Texas Department of State Health Services (DSHS).
6. PUBLIC WORKS
A) Discussion regarding ongoing, planned, and proposed county and state transportation projects: Denton County’s Better Safer Roads Program, and the modification of the Denton County Master Thoroughfare Plan, and updates related to the Denton County Transportation Authority.
B) Discussion of providing a cell phone for the Construction Manager and EIT Positions in the Public Works Engineering Department.

B) Discussion of the Interlocal Cooperation Agreement between the City of Dallas and the Denton County District Attorney’s Office for the Dallas Internet Crimes Against Children Task Force project.
C) Discussion of the Letter of Engagement by Greg Cooke concerning Clean Air Plan for Denton County, Collin County, Dallas County, and Tarrant County.
D) Discussion of 1) Rescinding Court Order #05-0744, approved on October 11, 2005, which was for the Assignment of the Tax Abatement Agreement between Denton County, Texas, and CB Parkway Business Center XIV, Ltd., (Assignor”) to Accor International Sales Corporation (Assignee”), 2) Rescinding the informal Assignment of the Tax Abatement Agreement between Denton County, Texas and CB Parkway Business Center XIV, Ltd., (“Assignor”) to Lexington Corporate Properties Trust, a Maryland statutory real estate investment trust (“Assignee”), by letter dated September 23, 2005, and 3) the Assignment and Assumption of the Tax Incentive Agreement between Denton County, Texas and CB Parkway Business Center XIV, Ltd., (Assignor”) to Acquiport Int’l Parkway L.P., a Delaware limited partnership, located in Precinct 3.
E) Discussion of the Service Agreement between Denton County and (a) AIDS Services of North Texas; (b) the Boys & Girls Club of Denton County; (c) CASA (Court Appointed Special Advocates); (d) Denton City-County Day School; (e) Family Health Care, Inc.; (f) Interfaith Ministries; (g) Metrocrest Social Services Incorporated f/k/a Metrocrest Social Service Center; and (h) Services Program for Aging Needs, SPAN.
