Be it remembered, Commissioners Court of Denton County, Texas was called to order on the 2nd day of November, 2004, at 9:00 a.m. in Commissioners Courtroom, 2nd Floor, Courthouse on the Square, Denton, Texas by Denton County Judge Mary Horn. Commissioners Sandy Jacobs, Jim Carter, Bobbie J. Mitchell and Cynthia White were present, along with County Clerk Cynthia Mitchell’s representative, Senior Administrator to Commissioners Court, Erin McCorkle.

Court opened with an Invocation by Dr. Jeff Cramer, Grace Temple Baptist Church in Denton, followed by the Pledges of Allegiance to the American and Texas Flags led by Andy Babbitt, Assistant Director of Operations.

Dr. Cramer: Good morning. It's a great honor to be here today. So I thank you. Let us pray. Father, on this election day, we thank you for the freedom that we enjoy in this country to vote. We thank You for the sacrifices that are being made even now by the men and women in our Armed Forces. We thank You for the sacrifices that we might have the freedom to vote this very day. We pray that You would guide our country and each individual decision that is made, that You might ultimately be in control and guide our country into place. Father, I pray for this Commissioners Court that You'd give them wisdom, give them discretion, give them honor as they use your wisdom to guide our County and our County. We pray these things in Jesus' name. Amen.

B) Approval of Budget Amendment Request #100110 to increase revenues and allocate expenditures for Homeland Security Equipment and the creation of a new line item for Grant purposes for FY 2004-2005 for State Homeland Security Grant in the amount of $613,854, and any appropriate action. funds from Non-Departmental Unappropriated Contingency-Regular Contingency for Election

A) Approval regarding the Memorandum of Understanding (MOU) Funding Strategy supporting the tolling of SH121, and clarification or correction of the record regarding the final vote October 26, 2004, on the amendment to the MOU regarding the language: “The defederalized funds allocated to local projects are not necessarily prioritized in the order in which they appear in the Memorandum of Understanding (MOU), but will be funded according to the agreements entered into between the municipality and the County of Denton based upon their prioritization.” And the placement of this quoted language shall be placed at the end of the paragraph involving the City of the Colony in the MOU, and any appropriate action.

Move to approve as amended by adding “prioritization to be determined by The Colony and Denton County Precinct 2” at the end of above quote by Comm. White, seconded by Judge Horn .
