Be it remembered, Commissioners Court of Denton County, Texas was called to order on the 29th day of June, 2004, at 9:03 a.m. in Commissioners Courtroom, 2nd Floor, Courthouse on the Square, Denton, Texas by Denton County Judge, Mary Horn. Commissioners Sandy Jacobs, Jim Carter, Bobbie J. Mitchell and Cynthia White were present, along with County Clerk Cynthia Mitchell’s representative, Senior Administrator to Commissioners Court, Kathleen Bransford.
Court opened with an Invocation by Jack Dyer, Public Works/Engineer, followed by the Pledges of Allegiance to the American and Texas Flags led by Willie Hudspeth, Denton, Texas.
Mr. Dyer: Dear Heavenly Father, we come before You, the great and mighty God, that is our God, the God of our nation, the God of our fathers, the God that will lead us to victory in anything that we face, the God who loves us when we fail. God, you are so great. There is none like You in all the universe. There is nothing like You in the universe. You made us. You knew us when we were just an imaginative dream. Father, our nation needs You so desperately. We need You to put Your hands of mercy upon us and upon the world at large. Father, if the world could come to know that You, alone, are God, there would be peace in the world. There would be goodness in the world. Father, we know that there is no God like You. Your name is El Shadi, Adeni, God most high, God who provides, God who gives strength and mercy to His people, the God who looks upon the land and sees the needy, who sees the great. And he is the owner and the father of them both. Father, humble us before You. Let the nations know they are but men. Let them know but they are human beings and that they are fallible, and that they are breakable, and -- but they are repairable, but only through the grace and the love and the mercy that is You, God. God, give us leaders who would lead over us who would direct us and guide us in truth, in goodness, in mercy, in love, in leadership and in the steadfast confidence in You. Let there be no other God in this land save You. Let there be truth and kindness and love among the people of this nation. Let us return to You, Father. Forgive us our sins. Call us Your people again, Father. In the name of Your son, we pray. Amen.
ITEM 1 PUBLIC INPUT
Willie Hudspeth questioned the court about why his four-year quest to bring water to the Confederate Soldier on the Square cannot be accomplished – it is simply a plumbing problem. He continues to gather signatures on his petition and also for the resolution requesting the word Confederacy be removed from the statute.
Comm. White announced Judge Horn’s birthday.

A) Approve or Deny to Call Local Option Election – Town of Clark for “the Legal Sale of All Alcoholic Beverages for Off-Premise Consumption Only” on September 11, 2004 at Clark Town Hall, 5413 Tim Donald Road, Clark, Texas, Denton County; to designate the Elections Office 401 West Hickory, Denton, Texas as the main voting site, that early voting will begin August 25, 2004, that early voting will be conducted from August 24, 2004 thru September 7, 2004; to designate the Clark Town Hall as a branch
