Be it remembered, Commissioners Court of Denton County, Texas was called to order on the 19th day of December, 2003, at 9:07 a.m. in the Denton County Pre-Trial Facility, 1406 Troy H. LaGrone Drive, Denton, Texas by County Judge Mary Horn. Commissioners Jim Carter, Bobbie J. Mitchell, and Cynthia White were present along with County Clerk Cynthia Mitchell’s representative, Deputy Clerk Kathleen Bransford.

Court opened with an Invocation by Thomas Keever, Assistant District Attorney, Civil Division, followed by the Pledges to the American and Texas Flag led by Georgia Caraway, Director of the Courthouse on the Square Museum.

Mr. Keever: Our Heavenly Father, we thank You for the opportunity to gather today. We thank You especially for the gift of Your son, that -- the time of the year, we ask Your blessings and your wisdom be granted to this Commissioners Court in all things they do. We ask these things in Jesus' name. Amen.

PURCHASING

6.A) Approval to declare a Gemini Auto Lift surplus and use as a trade-in toward the purchase of a GP09A Two Post Auto Lift for Vehicle Maintenance, and any appropriate action. (Briefing 12-16-03)

6.B) Approval of renewal for Temporary Services, RFP #10-02-1527, to Snelling Personnel Services as the primary agency and Express Personnel Services as the secondary agency, and any appropriate action. (Briefing 12-16-03)

6.C) Approval of ranking PGAL, Inc. as the most qualified firm for Architectural Services fro Building Renovation, RFQ #08-03-158, authorize contract negotiations, and any appropriate action. (Briefing 12-16- 03)

9.A) Approval of Interlocal Agreements between Denton County Health Department and Carrollton- Farmers Branch Independent School District, Denton Independent School District, and Lewisville Independent School District, and any appropriate action. (Briefing 12-16-03)

COUNTY CLERK

11.A) Approve the County Clerk’s minutes from Commissioners Court Formal Agenda for December 2, 2003, and any appropriate action.

LEGAL

14.A) Approval of the Interlocal Cooperation Agreement for Fire Protection Services between Denton County and the Double Oak Volunteer Fire Department, and any appropriate action. (Briefing 12-16-03)

14.B) Approval of the Service Agreement between Denton County and the Arc of Denton County, and any appropriate action. (Briefing 12-16-03)

14.C) Approval of the Interlocal Cooperation Agreement for Library Services between Denton County and the City of Krum, and any appropriate action. (Briefing 12-16-03)

DELETIONS –
Law Library - $ 250.82 (two checks) to Barry Clearman, incorrect amount; $ 168.56 to Vidicomp Distributors, incorrect amount.

CORRECTION –
T.N.C.P. - $ 194.00 to Chevron, amount should be $316.22;

ADDITIONS –
General - $ 300.00 to Steve Mossman, Tax Assessor to increase change fund; Tax - $ 824.00 to U.S. Postmaster for P.O. Box 90223 – Tax Office.

Judge Horn showed the court a plaque to be placed in stone on the Bayless-Selby House, which Mildred Hawk purchased for Denton County, honoring her and all she has done for historical preservation in Denton County.
