Be it remembered, Commissioners Court of Denton County, Texas was called to order on Friday, November 7, 2003, at 9:05 a.m. in the Denton County Pre-Trial Facility, 1406 Troy H. LaGrone Drive, Denton, Texas by Commissioner Bobbie J. Mitchell. Commissioners Jim Carter and Cynthia White were present along with County Clerk Cynthia Mitchell's representative, Deputy Clerk Kathleen Bransford.

Court opened with an Invocation by Bob Schell, Assistant District Attorney, Civil Division, followed by the Pledges to the American and Texas Flag led by Amy Phillips, Director of Human Resources.

Mr. Schell: Almighty God, our Heavenly Father, we thank You for the gentle rains that You bless the land with. We thank You for the change of seasons. We thank You for all the blessings that You bestow upon us. As we proceed with this Commissioners Court, we ask You to bless the Commissioners, guide them in Your infinite wisdom. We ask You to bless all our elected officials. We thank You for the dedication they give to the residents of Denton County. Particularly, we lift up and ask You to bless and keep safe our servicemen throughout the world, by whose sacrifice we are here today and are able to pray to You freely and openly. In Christ's name, we pray. Amen.

8.A) Approval of Order Making Appointments. (Appointments have been posted and advertised. Interviews were conducted as set forth in the Denton County policies adopted by the Commissioners Court, except as otherwise stated in the appointment orders. These appointments are within the budgetary constraints.) Beth Hayes, Misdemeanor Prosecutor II/Criminal District Attorney; Debra Webb, Assistant Supervisor Tax - MV/Tax Assessor - Collector; Shelly Marcie Mitchell, Administrative Specialist I/Criminal District Attorney.

HEALTH

9.A) Approval to add (1) one additional mobile phone to the Bioterrorism Grant that will be fully funded by the grant, and any appropriate action. (Briefing 11-04-03)

14.A) Approval of Interlocal Cooperation Agreement for Patrol Services between the Denton County Sheriff's Office and the Town of Shady Shores, and any appropriate action. (Briefing 11-04-03)

14.B) Approval of the Interlocal Cooperation Agreement for Library Services between Denton County and the City of Aubrey, and any appropriate action. (Briefing 11-04-03)

14.C) Approval of the Interlocal Cooperation Agreement for Library Services between Denton County and the City of Pilot Point, and any appropriate action. (Briefing 11-04-03)
