Be it remembered, Commissioners Court of Denton County, Texas was called to order on the 3rd day of June, 2003, at 9:30 AM in the Denton County Pre-Trial Facility, 1406 Troy H. LaGrone Drive, Denton, Texas by County Judge Mary Horn, with Commissioners Sandy Jacobs, Jim Carter, Bobbie J. Mitchell, and Cynthia White present along with County Clerk Cynthia Mitchell's representative, deputy clerk Kathleen Bransford.

Court opened with an Invocation by Bob Garsee, Assistant Chaplain to the Denton County Sheriff's Office, followed by the Pledges of Allegiance to the American and Texas Flags led by Danny Brumley, Manager of Facilities Division for Denton County.

Mr. Garsee: Our Father, we pray for Your guidance this day as we go into a session to take care of business that is so important. Heavenly Father, I pray that You would be with each of these leaders. And, God, as they serve as servants, God, that You would guide them and direct them and lead them and correct them. How we praise Your name this day. Let us realize that true leadership and true servitude, Heavenly Father, is not how may people that we have to serve us, but how many people that we can serve. Lead us, direct us. I lift these up to You, in Jesus' name, Amen.
