Be it remembered, Commissioners Court of Denton County, Texas was called to order on the 27th day of May, 2003, at 9:00 AM in the Denton County Pre-Trial Facility, 1406 Troy H. LaGrone Drive, Denton, Texas by Commissioner Cynthia White, Precinct # 1, with Commissioners Sandy Jacobs, Jim Carter, and Bobbie J. Mitchell, along with County Clerk Cynthia Mitchell's representative, deputy clerk Kathleen Bransford.

Court opened with an Invocation by Kelly Zwinggi, Director of Public Works, followed by the Pledges of Allegiance to the American and Texas Flags led by Jim Heath, court liaison to the Denton County Historical Commission.

Mr. Zwinggi: Oh dearly beloved word of God, teach me to be different, to serve Thee as Thou does deserve, to give without counting the costs, to fight without fretting at my wounds, to labor without seeking rest, to spend myself without looking for any reward other than that of knowing that I do Thy Holy Will. Amen.

BUDGET

7.A) Approval of Budget Amendment Request #101150 to increase revenues and allocate expenditures for Interns/Benefits and various other line items for $14,316 for Criminal District Attorney and $587 for Computer Software for County-wide Technology for a total of $14,903, and any appropriate action. 7.B) Approval of Budget Amendment Request #101080 for Dust Control Expense for Centralized Road & Bridge in the amount of $100,000, and any appropriate action.

7.C) Approval of Budget Amendment Request #101170 for Office Supplies for Constable, Precinct #6 in the amount of $1,438, and any appropriate action.

8.A) Approval of Order Making Appointments. (Appointments have been posted and advertised. Interviews were conducted as set forth in the Denton County policies adopted by the Commissioners Court, except as otherwise stated in the appointment orders. These appointments are within the budgetary constraints.) 11.A) Approve the transcribed minutes and the County Clerk minutes for Denton County Commissioners Court Meeting May 13, 2003 - Formal Session, and any appropriate action.

12.A) Approve an Interlocal Cooperation Contract with the Department of Public Safety to allow the Denton County Justice Courts to participate in the "Failure to Appear Program" and any appropriate action. (Briefing 05-20-03)

14.B) Approval of (1) granting exemption from competitive bidding for a contract for professional services to Texas Local Government Code Section 262.024 (a)(4); and (2) the Service Agreement between
