Be it remembered, Commissioners Court of Denton County, Texas was called to order on the 22nd day of April, 2003, at 9:00 AM in Commissioners Courtroom, 2nd Floor, Courthouse on the Square, Denton, Texas by County Judge Mary Horn. Commissioners Sandy Jacobs, Bobbie J. Mitchell and Cynthia White were present, along with County Clerk Cynthia Mitchell's representative, deputy clerk Kathleen Bransford. Comm. Carter was in Austin.

Court opened with an Invocation by Pastor Bill Chamblee, Minister of Recreation for the First Baptist Church of Denton followed by the Pledges of Allegiance to the American and Texas Flags led by Amy Phillips, Director of Human Resources.

Pastor Chamblee: Father, I thank You for this day that You've given to us, another day. Thank You for the privilege of being in this country and the many things that we have that others don't. Father, I pray for our President, I pray for his leadership, and I pray for our men at arms and pray for their safety. Thank You that You love us and You care for us and You do so much for us. And I pray for this Court and its families. And I pray for the business that takes place here today that will benefit all of us. Thank You that You care. Help us not take for granted each moment that You give to us to be here on this earth. Thank You for a country that provides the freedoms that we have and help us to not take that for granted, to understand that and realize that we are very favored, very special. Again, thank You for this Court and the opportunity to be here and for Your love. I pray all this in Christ's name, Amen.
