February 21, 2003

Be it remembered, Commissioners Court of Denton County, Texas was called to order on the 21st day of February, 2003, at 10:00 AM in Commissioners Courtroom, 2nd Floor, Courthouse on the Square, Denton, Texas by County Judge Mary Horn. Commissioners Sandy Jacobs, Jim Carter, Bobbie J. Mitchell and Cynthia White were present, along with County Clerk Cynthia Mitchell's representative, deputy clerk Kathleen Bransford.

Court opened with an Invocation by James Wells, Denton County Auditor, followed by the Pledges of Allegiance to the American and Texas Flags led by Kelly Zwinggi, Director of Public Works.

Mr. Wells: Our Heavenly Father, we come to You today giving thanks for all the blessings You've given us, for the privilege to live in a free Country and free State and free County. Help us each to reflect on these blessings and to value them and try to be good stewards of the blessings You've given us. Bless our leaders both at the federal level, state and local level as each level of government faces trying times in the near future. And give all our leaders wisdom and Your guidance. Help them to see Your will in a clear way. We ask for these blessings and we ask for forgiveness of sins. In Christ's name, Amen.

ITEM 1 PUBLIC INPUT

Judge Horn asked everyone to wish Barbara Looper, Aide to Court, a Happy Birthday.  Commissioner Sandy Jacobs informed the court she would not be attending Denton County Day in Austin in order to see her son-in-law, Jeff Rothmeier, who is being deployed overseas.

AUDITOR/TREASURER

5.B) Approval of Payroll.

5.C) Approve of Application/Resolution to participate with TexStar, First Southwest Asset Management, Inc., as a local government investment pool as permitted by Public Funds Investment Act, Texas Government Code, Section 2256.016, and any appropriate action.

PURCHASING

6.A) Approval to declare Asset #300337 as surplus, authorize a Sealed Bid Sale #02-03-1540, advertising, and any appropriate action. (Briefing 02-18-03)

7.A) Approval of Budget Amendment Request #100550 for computer Maintenance/Jury for Grand Jury in the amount of $650, and any appropriate action. (Briefing 02-18-03)

7.B) Approval of Budget Amendment Request #100590 for Contract Labor for Justice of the Peace, Precinct #1 in the amount of $14,379, and any appropriate action. (Briefing 02-18-03)

HUMAN RESOURCES

8.A) Approval of Order Making Appointments. (Appointments have been posted and advertised. Interviews were conducted as set forth in the Denton County policies adopted by the Commissioners Court, except as otherwise stated in the appointment orders. These appointments are within the budgetary constraints.) Kathryn Townsend, Deputy Clerk-Courts/County Clerk; Ervette P. Sims, Misdemeanor Prosecutor II-FV/Family Violence Expansion Grant.
8.B) Approval of a committee to study the need for and possibly develop a Public Access Defibrillation (PAD) program for the placement of Automated External Defibrillators (AEDs) in County facilities , and any appropriate action. (Briefing 02-18-03)

8.C) Approval of the addition of Terrorism Coverage to the Denton County Property Insurance.

PUBLIC WORKS

10.A) Approval to accept Metal Beam Guard Fence from the Texas Department of Transportation, and any appropriate action. (Briefing 02-18-03)

SHERIFF

12.A) Approve a request by Sheriff Weldon Lucas to apply for grant funding from the Office of the United States Attorney Eastern District of Texas to fund the Safe Neighborhood by Combining Gun Violence Project, and any appropriate action. (Briefing 02-18-03)

13.B) Approval of Building Usage Request by the American Red Cross-Dallas Area Chapter to use the parking lot at the Selby House on Saturday, March 8, 2003, from 9:00 am to 4:0-0 pm for the purpose of

14.C) Approval of Amendment No. 6 to the Contract between Denton County, Texas, and NTB Associates, Inc. for additional funding in the amount of $7,682.00, for a total contract amount of $189,586.00, for the Bus. U.S. 377 Project, and any appropriate action. (Briefing 02-18-03)
