Be it remembered, Commissioners Court of Denton County, Texas was called to order on the 14th day of January, 2003, at 9:00 AM in Commissioners Courtroom, 2nd Floor, Courthouse on the Square, Denton, Texas by Denton County Commissioner Cynthia White, Precinct One. Commissioners Jim Carter and Bobbie J. Mitchell were present, along with County Clerk Cynthia Mitchell's representative, deputy clerk Kathleen Bransford. (Judge Mary Horn was in Austin, Texas and Comm. Jacobs was ill.)

Court opened with an Invocation by Lockadee Newland, Chief Assistant to Commissioner Cynthia White, Precinct One, followed by the Pledges of Allegiance to the American and Texas Flags led by Barbara Looper, Aide to Court.

Ms. Newland: Dear Father God, we come to You this morning to praise You and to thank You for Your love and for Your undying leadership. Father, we lift up the commissioners Court to You this morning and pray that their decisions will be good and just, and based on Your word. Father, we pray for President Bush and all of the advisors who surround him. We pray for our men and women in service to this country. And we pray that you would guide and direct us. Thank You for Your love and we pray in Jesus' name, Amen.
