Be it remembered that Commissioners Court of Denton County, Texas met on this the 21st day of November, 2000 with Judge Kirk Wilson presiding. Commissioners Jeff Krueger, Sandy Jacobs, Scott Armey and Jim Carter were present, along with deputy clerk Kathleen Bransford, when the following proceedings were had, to wit:

Court opened with an Invocation by Pastor L. A. Caldwell of the Lake Cities Assembly of God and was followed by the Pledges of Allegiance to the American Flag and the Texas Flag led by Beth Fleming, Denton County Director of Purchasing.

Pastor Caldwell: Father, we thank You today. We thank You because we live in the great country of America. We thank You for all of our freedoms. Thank You for our great judicial system. We thank You for the justice that we have. I thank You for the privilege, and indeed, it is an honor, to gather with our Judge, Kirk Wilson, our Honorable Judge Kirk Wilson, and our Commissioners today in this Court. We gather and we acknowledge You today. We acknowledge You and we ask for Your direction and we invoke Your blessings in this Court today. I pray that everyone that is involved in the decisions today, we pray that our minds and our wills shall be joined together for the common good of all. I pray that Your wisdom shall just abound today in this Court. And I pray Your wisdom shall come forth through everyone that has to do today in these proceedings. Your peace shall just settle down around this Court today and we thank You for it. Your will shall be done on earth as it is in heaven and we praise You for it today. In Jesus' name. Amen.

Mary Horn, Denton County Tax Assessor/Collector, recommended the purchase of the vacant Food Lion Building on McKinney for her office plus other county offices.

Kelly Zwinggi, Public Works Director, gave a presentation to the court on their options.

Comm. Jacobs presented an analysis of Certificates of Obligation and Tax Notes.

Ted Carthel, Denton, Texas, urged the court to purchase the vacant Food Lion Building for the value of the land.

Comm. Krueger agreed with Mr. Carthel.

Judge Wilson asked the court if it wanted to proceed with the closing on the Food Lion Building.

Comm. Jacobs requested an extension of the closing date in order to have time to look at the new survey because the current one is over two years old.

12.C) Approval of exemption from bidding for Legislative Consultant Services according to the provisions of 262.024(a)(4) for professional services and approval of contract with Thompson, Coe, Cousins and Irons, and any appropriate action - County Judge. (Briefing 11-14-00)

Comm. Elect Cynthia White replaced Comm. Krueger during the following Workshop.

Dr. Curtis Ramsey of the Denton Independent School District presented a Synopsis of their legislative issues.

Judge Darlene Whitten asked the court to support Texas Family Code on Information Sharing.

Bob Schell, Assistant District Attorney, Civil Division, informed the court of the Planning Committee's legislative agenda: granting counties limited zoning authority, 150 foot right-of-way for thoroughfares, subdivision lot size/dimensions and allow a uniform building code.

Don Alexander, Director of Elections, requested the court support an amendment giving election workers an increase of pay from $6/hr. to $9/hr., not to exceed the rate set by the court.

Bill Drybread, Executive Director of Mental Health Mental Retardation, asked the court to support a resolution requiring equity access to funds. Denton County is 42nd out of 42 counties for funding support.

Dr.Rick Woolfolk informed the court that special education funding in Denton County is the second most impacted in the state after Austin and he is seeking legislative action for more financial assistance.

Hank Scheible, Director of Veterans Services for Denton County, asked for legislative action to allow 150 million dollars from the tobacco settlement be allocated for 42 state nursing homes for veterans.

State Representative Mary Denny thanked the court for inviting her to hear this legislative session in preparation for January 9, 2001, the opening day of the Texas Legislature. One of her goals is to institute four uniform election dates throughout the year and to push for voting on Saturday.
