January 18, 2000

Be it remembered that Commissioners Court of Denton County, Texas, met on this the 18th day of January, 2000, with Judge Kirk Wilson presiding. Commissioners Jeff Krueger, Scott Armey, Jim Carter and Sandy Jacobs were present along with deputy clerk Kathleen Bransford when the following proceedings were had, to wit:

Court opened with an Invocation by John Polster, President of Innovative Transportation Solutions, Inc., followed by the Pledges of Allegiance to the American Flag and the Texas Flag led by Chief Jimmie Vann, President of the Denton County Fire Fighters Association.

Mr. Polster: Let us pray. Oh God, we come to You this morning and lift up our hearts and give You our thanks for this new day, this new opportunity to serve You. We pray, Lord, that as we go forth this day, that we will remember Your will and have the courage to act upon it. We also, Father, ask a special prayer for Gayle Stickels, who is in surgery today. We pray Lord that Your healing hand would be upon her and that You would comfort her and her family. We'd pray that she'd have a speedy recovery. In Christ's name we pray, Amen.

4.B) Approve (1) excess funds in the amount of $6,500 are available in the "1999 Road Bond, Precinct 1, Discretionary Funds" project; (2) excess funds are not needed to fund any of the projects originally listed
in the bond documentation; and (3) excess funds in the total amount of $6,500 are to be allocated to the "Rocky Shores Subdivision" surveying project - County Judge. (Briefing 1-11-2000)

4.C) Approve (1) excess funds in the amount of $47,811 are available in the form of "1992 Road Bond Interest Earnings"; (2) excess funds are not needed to fund any of the projects originally listed in the bond

7.A) Approval of Budget Amendment Request #100520 for trailers and road and maintenance equipment for Centralized Road and Bridge in the amount of $280,955 - County Judge. (Briefing 1-11-2000)

HUMAN RESOURCES

8.A) Approval of orders appointing New Employees. (The appointments for January 18, 2000, have been posted and advertised; and interviews were conducted as set forth in the Denton County policies adopted by the Commissioners Court, except as otherwise stated in the appointment orders. These appointments are within the budgetary restraints.) The following Orders were approved: Christopher McCage, Detention Officer I/County Jail; Dennis Hill, Detention Officer I/County Jail; Daniel Meehan, Detention Officer I/County Jail; Amy Lora Ming, Human Resources Clerk/Human Resources; Jona Matthews, Detention Officer III/Medical/Jail Health.

8.B) Approve revision to the job description for the Lieutenant/Training in the County Jail, Sheriff's Department - County Judge. (Briefing 1-11-2000)

11.B) Approval of any appropriate action regarding ongoing, planned, and proposed county and state transportation projects; Denton County's Better Safer Roads Program; and any necessary action regarding
the modification of the Denton County Master Thoroughfare Plan - Commissioners Court.

Move to approve by Comm. Carter, second by Judge Wilson the following:

1) Commissioners Court determines that: a) excess funds exist in the amounts associated with the projects identified in the following Better Safer Roads Program; 1. Lake Lewisville Bridge, $1,000,000; 2. Wynnwood/Boyd Road, $1,000.000; 3.Litsey Road, $750,000; 4.US 380, $250,000. b) the excess funds identified in item 1a, are not currently needed on other BSRP projects. c) the excess funds shall be used on the Loop Road Interchange construction.
2) The Commissioners Court allocate $125,000 from Judge Wilson's Special Projects Fund, $125,000 from Commissioner Carter's Special Projects Fund and $50,000 from Commissioner Jacobs Special Projects Fund to the Loop Road Interchange totaling $300,000.
3) Authorize the County Judge to execute the attached Advanced Funding Agreement with the State to ensure the timely completion of this project.
4) Authorize Commissioner Carter and ITS to draft a funding agreement with Texas Motor Speedway outlining each parties duties associated with the construction of the Loop Road Interchange.
