Be it remembered that Commissioners Court of Denton County, Texas, met on this the 28th day of December, 1999, with Judge Kirk Wilson presiding. Commissioners Jeff Krueger, Scott Armey, Jim Carter and Sandy Jacobs were present when the following proceedings were had, to wit:
Court opened with an invocation by Bob Schell, Assistant District Attorney in the Civil Division of the District Attorney's Office, followed by the Pledges of Allegiances to the American Flag and the Texas Flag led by Mayor Olive Stephens, Shady Shores, Texas.
Mr. Schell: If you will please bow your head and join me in prayer. Mighty Heavenly Father, we thank You for this day. We thank You for the opportunities You provide us to serve the residents of Denton County and the people of the State of Texas. We thank You for this Commissioners Court and for this form of government by which we are destined to do Your will. In Your name we pray, and thank You for these blessings You have bestowed upon us through Your Son, Christ our Lord. Amen.

Commissioner Jacobs introduced Pamela Head, her daughter Rebecca, and Marina Novikova, a Russian student, who briefly spoke to the court.
