November 30, 1999

Be it remembered that Commissioners Court of Denton County, Texas, met on this the 30th day of November, 1999, with Judge Kirk Wilson presiding. Commissioners Sandy Jacobs, Jim Carter and Jeff Krueger were present along with Deputy Clerk Kathleen Bransford when the following proceedings were had, to wit:

Court opened with an invocation by Dr. Perry Kemplin, Pastor of the Aubrey Church of Christ, followed by the Pledges of Allegiance to the American Flag and the Texas Flag led by Donna Stewart, Denton County Budget Officer.

Dr. Kemplin: Our Father and our God, help us this day to be sensitive to the fact that we have a togetherness and a sense of being a part of the entire human race and we have a basic kinship. Help us also to be sensitive to the fact that we are in a wondrous universe with all its infinities, all the goodness of it, all the wonder of the great diversities of life in it. Help us to know those things, our Father. And, our Father, we've been authorized government, we've been given the privilege and the responsibility and the care and the concerns out of self-government and of group government together. And we're grateful for that. We hope that we may meet these responsibilities well in Your sight. And, our Father, You've given us a marvelous nation. And of all of the governments of all of the ages, ours is the one most particularly a government of the people and by the people and for the people and we want it to be so. And we know at least dimly at times, and hopefully well at times, that decisions that seem even at times insignificant here have the possibility, we know this from the Book, of reverberating even around the world and through the ages. Help us, therefore, always to be sensitive and to be wise. We're grateful for our people who move into places of leadership. We pray for them. We pray Your blessings upon them and upon the people that they serve. Our Father, there are those who say that this nation may someday vote itself out of existence and out of the wonders of this nation. That could be. But, our Father, it's also quite possible for ourselves to vote ourselves into newer and more beautiful and more wonderful things then we have known before. May it be so. Bless us this day. We need Your care this day. In Jesus' name we pray. Amen.

ITEM 2 PUBLIC INPUT

W.S. Nash, Aubrey, Texas, spoke of his concerns on the Certificates of Obligation.
Mildred Hawk, Denton, Texas, stated she does not believe the jail expansion is necessary.
Thomas West, Denton, said that the CO's should be brought up for a vote.
Carolyn Phillips, Chairperson of the Southeast Denton Neighborhood Association, stressed the undue burden on her neighborhood of not only security issues with the jail being so close but also the added tax burden on houses that are devalued due to the jail expansion.
Ted Carthel, Denton, read the definition of the word "democracy" from the Funk and Wagnall's dictionary, contending that the court's action on not taking a vote is in direct violation of the spirit of that definition.
Ray Roberts, Sr., Denton, feels that this amount of money is too large, not to take it to the people for a vote.
Patsy Mizeur, President and Founder of the Flower Mound Voters for Conservative Spending, spoke of her group's concern that this had already been passed and their frustration over that possibility.
Brenda Rosenbaum, Denton, voiced her opposition and wondered where the urgency is in passing Certificates of Obligation without voter approval.
Debbie Banks, Sanger, Texas, questioned the benefits to the taxpayers in the CO's for jail expansion.
Tom Spencer, Shady Shores, Texas, expressed his belief that the factual basis of the need for more jail cells is false - the facts he has, shows that the jail inmate population has decreased.
Wallace DuVall, Denton, questioned the motive for housing out-of-county prisoners when it appears to him that there is a loss of $1.21 per day per inmate, and if this is incorrect he still questions whether or not the county should be in the jail business.
Richard Wilkinson, Ponder, criticized the court for their self-serving attitude.
Bill Brasfield, Denton, noted that the absence of blacks in authority positions within the county might be the reason his neighborhood always gets the less desirable buildings, like the jail.
Shirley Spellerberg, Mayor of Corinth, informed the court that at the last Denton County Republican Executive Committee meeting, she introduced a resolution calling for voter approval of the Certificates of Obligation.

ITEM 3 CONSENT AGENDA

Judge Wilson stated, for the record, that Commissioners Court looks for a recommendation from the Juvenile Board but, at this time, the Civil Division of the District Attorney's Office recommends no appeal.
