Be it remembered that Commissioners Court of Denton County, Texas, met on this the 26th day of October, 1999, with Judge Kirk Wilson presiding. Commissioners Jim Carter, Scott Armey, Sandy Jacobs and Jeff Krueger were present along with Deputy Clerk Kathleen Bransford when the following proceedings were had, to wit:
Court opened with an invocation by Pastor George Fisk of the Fellowship United Methodist Church of Roanoke, Texas, followed by the Pledges of Allegiance to the American Flag and the Texas Flag led by Judge L.D. Shipman, 211th District Judge.
Pastor Fisk: Let us bow our heads to pray. Gracious God, we are so grateful for the dew this morning, the crisp air. We're thankful for all lives that are here and all that they bring to this court. We ask now that we might feel your presence in a special way. And we ask You for special blessings on this Court, that they would serve with justice and with mercy and with integrity and honor. That all decisions made would not be out of personal motives, but out of the good for all and for the right reasons. And, Father, we thank You for the opportunity to serve. What an honor it is to be here together. So bless this group. Bless their decisions. Bless this Court. In Your name we pray. Amen.
ITEM 2 PUBLIC INPUT
Commissioner Jacobs introduced her mother, Helen Brown, visiting from Florida.
Commissioner Armey introduced his new Chief Administrator, Donna Mitchell.
Ms. Dana Gibson, Associate Vice-President for Finance and Administration at Texas Woman's University and President of the Court Appointed Special Advocates (CASA) Board. She invited the court to a fundraiser at the Grotto Restaurant in Highland Village for $100.00 a piece and she asked for volunteers to be celebrity waiters for the dinner.
Ms. Mildred Hawk spoke to the court about funds for restoration of the antique fire truck owned by the Denton County Historical Commission.
Ms. Cynthia Mitchell, Denton County Clerk, requested that the Court discuss the county holiday schedule in the next Briefing session.

Move to approve the State Highway Bypass Mainlanes State Infrastructure Bank Loan progress report and the following action: (1) Authorize Sandy Jacobs to present the proposal to the Transportation Commission for preliminary approval as requested by Chairman Laney on 11-18-99; (2) Add to the present authority of the SIB team the finalization of the terms of the SIB loan and the development of the Interlocal Agreement Contracts for each city within our partnership; (3) Approve the entire funding and financing recommendation to fund, including the $10 million SIB loan and the $8.25 million Better Safer Roads funding by Judge Wilson, seconded by Comm. Krueger.

Shipman
Joe Santopetro, architect for the jail expansion, handed the drawings for the Pre-trail Center and the Law Enforcement Center over to Huber, Hunt & Nichols to put out for bidding. Mark Lavoy of Huber, Hunt & Nichols informed the court of the construction budget: $17 million, not counting the barracks building and furniture, fixtures & equipment.
Gary Machek with Dain Rauscher Financial Services answered financial questions from the court.
Move to approve an amendment to Judge Wilson's original motion (see below) that the two court spaces being built on the fourth floor of the Denton County Courts Building be assigned at a later date by Comm. Carter, seconded by Comm. Jacobs.
