1. CALL TO ORDER

2. PUBLIC INPUT FOR ITEMS NOT LISTED ON THE AGENDA

Citizens should complete a witness form located on the side table. Pursuant to State Open Meetings Law, the Commissioners Court is restricted in discussing or taking action on items not posted on the agenda. Action on your statement can be taken only at a future meeting.

In order to expedite the flow of business and to provide all citizens the opportunity to speak, the Commissioners Court has imposed a three-minute limitation on persons addressing the Court.

3. CONSENT AGENDA

* All items marked with an asterisk are part of a Consent Agenda and require no deliberation by the Court. Any Court member can remove an item from this agenda to be considered separately.

4. COUNTY AUDITOR

A) Approval of Bill Report.
(Payments from Adult Probation, Community Corrections, Pre-Trial Services and District Attorney Check Fee Fund are presented for recording purposes only.)

B) Approval of order finding: (1) excess funds in the amount of $23,443 are available in the Denton County Better, Safer Roads Program from the Precinct #1 Special Projects account; (2) excess funds are not needed to fund any of the projects originally listed in the bond documentation; and (3) excess funds in the amount of $23,443 are to be allocated to the Precinct #1 Moseley Road Project – County Judge.

5. BUDGET

A) Approval of Budget Amendment Request #100100 for Training and Education and the creation of a new line item for county purposes for FY 1999-2000 for Non-Departmental in the amount of $2,344 – County Judge.

* B) Approval of Budget Amendment Request #100020 for various line items for County Leased Buildings in the amount of $13,530 – County Judge.

 

6. HUMAN RESOURCES

* A)  Approval of orders appointing New Employees. (The appointments for October 5, 1999, have been posted and advertised; and interviews were conducted as set forth in the Denton County Policies adopted by the Commissioners Court, except as otherwise stated in the appointment orders. These appointments are within the Budgetary Restraints.)

B)  Approve the resolutions honoring the Employee of the Year finalists and winner – County Judge.

C)  Approve changes to Policy #6.2 Service Awards – County Judge.

D)  Approve the employer contribution rate and Annually Determined Contribution Plan Options for the year 2000 – Texas County and District Retirement System – County Judge.

E)  Approve a new resolution for Denton County’s safety program – County Judge. (Formal 9-28-99)

7. PROBATION

A) Approval of Contract with Providence Corporation to Administer Family Preservation In-Home Services Program in the amount of $70,000 (TJPC Grant) – County Judge.

B) Approval of Contract with Providence Corporation to administer Family Preservation Program In-Home Services in the amount of $81,760 (NTGOC Grant) – County Judge.

8. ELECTIONS DEPARTMENT

A) Approval of appointment of Election Judges for the November 2, 1999 State Constitutional Amendment Election – County Judge.

9. COUNTY PLANNING

* A) Approve November 16, 1999, at 9:30 a.m. as date and time to conduct a public hearing to consider and approve the Replat of Lot 1. Page Addition, Precinct Four – County Judge.

10. STANDING ITEMS

A) Approval of any appropriate action regarding project development, construction progress, and change orders to ongoing Denton County Projects: Sheriff’s Office/Jail, Centralized Road & Bridge, Carroll Building, Denton County Courts Building, Denton County Annexes, and future Denton County Satellite Facilities - Commissioners Court.

B) Approval of any appropriate action regarding ongoing, planned, and proposed county and state transportation projects; Denton County’s Better Safer Roads Program; and any necessary action regarding the modification of the Denton County Master Thoroughfare Plan - Commissioners Court.

C)   Approval of any action regarding Denton County boards and committees - Commissioners Court.

D) Approval of any action regarding Denton County Burn Ban – Commissioners Court.

11. NON-DEPARTMENTAL

A) Approve the payment of a fee of $2,343.20 to the General Services Commission for participation of Denton County employees and officers in the State Travel Management Program (STMP) contract airfares while travelling on official county business during FY2000, the creation of a line item in Non-Departmental, the authorization of a budget amendment to be processed from unappropriated contingency, and the authorization of the county auditor to execute all functions of this program on behalf of Denton County – County Judge.

12. LEGAL

A) Any appropriate action on Executive-Session matters - Legal Department.

B)   Approval of Agreement between Turner Collie & Braden Inc. and Denton County for Engineering Services for the Extension of Parker Road from West of Dozier Road in Carrollton, Texas to West of Midway Road in Plano, Texas – County Judge.

13. EXECUTIVE SESSION (S)

For purposes permitted by Texas Government Code, Section 551.071 - Contemplated or Pending Litigation or Settlement Offer, Section 551.072 - Real Property, Section 551.074 - Personnel Matters, and Section 551.076 - Security.

A) Real Property: Texas Government Code, Section 551.072: Real Property - Commissioners Court.

B) Deliberation regarding security procedures and devices - Texas Government Code, Section 551.076 -Commissioners Court.

C) Consultation with Attorney: Pending Litigation - Texas Government Code, Section 551.071 (1)(A); Tarrant County v. Denton County, pending in the District Court of Parker County, Texas 43rd Judicial District, Cause No. 44051 - Commissioners Court.
